How to format a RAW HDD that is not accessible

Hi forum,
I got this problem two days ago, I have a G510 laptop that used to have seagate 1tb 2.5'' hdd and i replaced it with an SSD and used the HDD for my secondary drive. It used to work fluently but i got a virus that i believe ruined my HDD when i was booting my laptop it was always starting the Chkdsk procedure and it was turning on even if i was skipping it My hdd was still accessible. i tryed to format it and then my HDD turned into RAW format.
I tryed:
-Zero fill format since i didn't care about the data i had
-Tried all the commands in prompt
-Runned all the checks with Seatools and passed all the tests but when i try to erase it from seatools it pops up the drive is not accessible because its in RAW format.
- i used EasyUS that managed to make my HDD NTFS again and i could enter the HDD again from My Computer. When i restarted my laptop it froze on the start up screen again and to be honest i didn't wait for it long
- So i decide to install windows again and in the windows that asks where you want to install windows on i tryed to format HDD again and i got an error again. I proceeded and install windows on my ssd and my HDD was shown as RAW again.

Does anyone knows how I can fix this? It doesn't seem to be broken it might be the controller trying to boot from both Drives i dont know. Any help would be appreciated.

This is the part that threw me off .... you don't format the HD as part of the Windows install, if the idea is to install onto the SSD.

So i decide to install windows again and in the windows that asks where you want to install windows on i tryed to format HDD again and i got an error again. I proceeded and install windows on my ssd and my HDD was shown as RAW again.

When installing Windows on a new SSD, step 1 is remove HD (yank data cable) and then follow the procedure i highlighted above.

ONLY then should the HD be reconnected.

At that point, you need to delete the partitions and / or delete any volumes on the drives with Disk Manager. Then you can reformat it.

If that don't work ....I have had occasional success...
I'm confused, you want Windows on the SSD or HD ? Yiou said that's why you bought it but the entire message is about installing Windows on HD.

You need to be doing one thing at a time.... take the HD out and just use the SSD.

See if you can install Windows to the SSD. If not, use another PC to access the drive and delete the volume. Once Windows is installed, then install all your drivers from laptop vendors web site and then you completed running Windows Update the 22 times it will need to finish everything. Then shut down

At that point reconnect the HD, start up and access the HD, delete the volume and then partition / format as you see fit.

Having one of these that you can connect to any PC is a godsend.
