Realtek RTL8188CE dropout and DPC latency issues on Win10

Windows update made some changes to my drivers earlier this week, and afterward my NIC started having problems with DPC latency (>140ms) resulting in my whole system stuttering every few seconds. I rolled my driver back to an earlier version, and now when I try to use TeamViewer, my NIC drops out during the "connecting" stage (before TV reaches "authenticating") and stops working until I exit TV and reset the adapter. In rare cases it continues to work, but not without throttling my internet speed to 0.1-1MBit/sec. I've tried four or five different versions of the driver, and all of them seem to be plagued by one problem or the other. The system in question is a Toshiba Satellite C650D.

It seems you have your automatic device drivers update feature enabled, disable it following this guide. Once disabled try and reinstall the latest drivers for your NIC and see if the issue is averted. Have you made sure the rest of your device drivers inclusive of your BIOS are up to date?

If your device driver feature is active it will always download and roll over your installed drivers with one's it thinks is better but that's not always the case and usually ends up breaking perfectly functioning hardware.
