Why do I start a game with 200+ FPS and end up to 100+ FPS and stuttering movements in League of Legends? On Laptop

So I start a game of League and when nothing is on the map at 200 or more FPS, as the game progresses and more hectic the map gets ( more minions, activity, grouping) my frames start to lower and lower to 100 or so. Not sure if this is a CPU thing since I have an i5 over the i7 on my laptop. During the game with a lot on my screen or a wave of minions on it I get stuttery. Not freezing or screen tear. Happens sometimes and not sure what I can do to help. Could the GPU get throttled? I can rune Battlefield 4 at ultra at steady for 45-60 frames. My laptop is very notorious for screen tears and rarely can I play without V-sync but I need to on most games, I just dont want any input lag in League. If I do put V-sync on, my frames just cap at 60 but no stuttering or screen tears. I clean installed my drivers and thats what initially brought on this stuttering which I didn't have before. I don't understand why a 960m card with i5 would have trouble running a game like League. Would getting a newer secondary monitor help with any of the stuttering or tearing I'm experiencing? Thanks for any advice or help!

Check temps while you play, chances are your GPU hits its softcap on temperature at some point and downclocks itself to deal with the extra overheating.
