GPU usage spikes at idle and gaming

My newly built PC R9 380 2GB Sapphire Nitro model has load usage problems.It has usage spikes while idle and while gaming, but during gaming they don't affect FPS whatsoever and they aren't that dramatic.

During intro and cinematic scenes the usage is 0 and fps is around 30, but in actual gaming even when it shows 0 usage FPS is still stable 60.

Here's the pic of usage comparison with MSI Afterburner and Windows Process Explorer.They produce different results.Also MSI Afterburner is showing a bit older drivers

I had the same problem with 2x EVGA 970 in SLI. I would spike to 50% usage on idle while browsing and sometimes in games. It would cause a small flicker too.

I disabled all the NVIDIA HDMI outputs and uninstalled NVIDIA HD audio drivers it fixed my problem

The spikes can be caused by two programs, one running in the background ( Microsoft Desktop
Window Manager) and the other was my web browser (Google Chrome). Go to Microsoft's www.sysinternals.com and download the process explorer. Once you run it go to view /select columns / process GPU and check all the boxes and it will show you what applications are using your GPU and the amount of resources they are using . If you find something out of place you can kill the process from there.

Ok I will try to uninstall and reinstall drivers first and then reinsert GPU if it doesn't help?
Also, should I install whole CCC package along with drivers?I chose minimal option only drivers to be installed this time.

thats a byproduct of amds new dynamic clock rates, monitoring software has trouble reading the load% correctly when the clock rate fluctuates. The idea behind it is to use the lowest possible clocks to get the job done (and save some power). If you're hitting some fps cap while gaming the card will lower the clocks in response.

What happens if you oc the card slightly? Some say it forces stable clocks and the load% gets reported correctly.
edit this will of course only affect the games

Had the same issue. It seems to re occur every time i update my NVIDIA display drivers using the NVIDIA app. For me solving it was fairly easy. I dont use the NVIDIA app anymore. However a key step is Display Driver Uninstaller from guru3d. First DL you new drivers directly from NVIDIA website. Then run DDU, restart, install new drivers, restart. Fixed.
