Stutter Followed by 100% CPU Usage After New Hardware

I've been having some trouble since I installed a new PSU, SSD, and Graphics Card in my desktop about a year ago. I've been having issues with stuttering on rare occasion with little load on the system (only a web browser/Skype open) and occurring often with high load on the system (Running video games, audio rendering/editing). Months ago I checked my HDD, SSD, and RAM for troubles and nothing surfaced.

What happens: I am working on a program, all programs seize taking input (Windows does not report them as not responding), and after 5-20 seconds, my fans jump up in speed and everything skips ahead and runs normally again. If it's significant, the HDD LED goes solid for a few seconds immediately after the stutter.

I was running Unreal Engine at the time because that had the most consistent and significant stutters out of any of my programs. My guess is either the CPU is going or the PSU is having trouble. Thanks if you can provide any help.
