PC does not start properly.

So i turned my new gaming pc on this evening and something very worrisome happened.
At first it just did not display a Picture and seemed to just spinn the fans around.
So i shut the pc off and switched it back on again and then it just started restarting over and over again,a few seconds apart. I then switched it off and reset the bois,thats the oonly thing i could figuure. Its running now but why did this happen? Are these signs of my mobo starting to die or gpu or cpu or what? Please give me an educated guess atleast cause ive been saving up for this machine for half a year and im really worried that i wont even get to enjoy it.

skylake 6700k OC'd to 4.5ghz. all temps fine,voltages finne.
gpu 980ti slightly oc'd,temps fine.(i did mess around with the custom fan model but that cant be it,right?)
Mobo Z170a msi gaming pro
PSU RM1000 corsair
16gb ddr4 corsair ram,not overclocked
and i have a Kingston 128 gb ssd for Windows 10

 
Solution
The fact you've stated you reset the bios means it could potentially have been a bios setting problem. The fact it's a new system and hadn't been used could mean a setting in the bios was mucking the start-up. This could have been something to do with over-clocking settings messing around, for the CPU or either the ram.

If you're worried, try restarting it several times, if the problem happens again, then take a look at diagnosing your hardware, could be a loose wire or a loose piece of hardware.

I have had this same problem when trying to overclock my RAM. It would just keep resetting, and then not turn on at all, all because of an overclocking setting.
