2 different RAM sizes

My PC is using 2x8 16Gb 1866 DDR3 RAM but its running at 1600Mhz because thats the max my motherboard lets me using them at. I also have 2x4 8Gb 1600 DDR3 RAM, would i have issues if install those with the other ram?

My motherboard is
B85-G43 GAMING
-Supports DDR3-1600 Memory

It's never a great idea, as it can potentially cause issues. That being said, I know a number of people that have done it without problems. Give it a try, and if you see problems, remove the ram immediately.

Just keep in mind you are responsible for your own actions.

I remember mixing DDR3 ram sticks having different frequencies in my laptop.
2x 4GB DDR3L @ 1600mhz
2x 4GB DDR3 @ 1333mhz

The laptop detected total memory as 16GB but all run at 1333mhz. In your case, it will default to the 1600mhz. (assuming they have matching parameters like latency, clock delays etc)
