What else do you have in your setup? AIO cooler maybe? Clearly it's some kind of moving part. If it's not changing when you adjust your fan speed, then I would rule out fan bearings. But to be sure, you could try removing each fan one at a time to narrow it down and eliminate them from consideration. If you have an AIO cooler, bad or worn pumps can make a noise like that. Have you checked all of your setscrews? A loose and vibrating screw could also make noise.

My Cooler is a nh-d15s, I'll try to do as you said by removing one fan at a time and narrow it. But I'm just afraid if its the motherboard or the PSU

Well, its not likely to be the motherboard, as they don't have any moving parts that could generate noise. But the PSU is another possibility. If the bearings in the fan are going out, that could be your problem. If that's what it is I would consider yourself lucky since it's easy to replace and isn't the most expensive thing in your PC. If it's still under warranty it might not cost anything to replace it, otherwise you could just buy a new one.
