why do i get low fps on just cause 3

I have got a great custom computer and a radeon r9 380 graphics card and when I run just cause 3 I get unplayable frames, I have tried overclocking but it makes no difference

Mind you, Just Cause 3 is a very heavy game or simply unoptimised for PC.
