Need help finding most powerful/quiet GPU

I recently installed an AMD r9 390, and oh boy do I regret it, I have been aching to get rid of it because it makes too much noise. Now I did everything I could think of...

-installed better case fans
-cleaned the case out completely
-Tried MSI afterburner, and turned down the fans

But nothing seems to work, so what would be a gpu better than my previous (amd strix r7 360)
yet also be very quiet, Like not make a peep. I am looking for one that can at least comfort me because I am a (semi) serious gamer.

How much quieter would it be? Because my strix one runs like a god damn lion roaring.

Silent when you're not gaming, very quiet when you are. It doesn't get anywhere close to loud for me unless I use Afterburner to speed up the fans.
 
Second the msi 390.
BUT often its best to set custom fan profiles. Also its case dependant...its often the case with poor cooling that leads to high gpu fan speeds. I doubt your card is naturally liud it us likely your case isn't removing heat quickly enough.
 
Any AMD card below the FuryX is going to be louder than it's Nvidia counterpart. The extra power consumption leads directly to extra heat generated for the fans/heatsink to dissipate. They will always need to work harder on the AMD version than the Nvidia version. You've already tried the 390 Strix, one of the quietest made. If you want quiet, you need to swap out for a GTX 970/980.
