Is thermal paste always necessary?

Im going to be building my first gaming pc soon and I need to know something.... Im going to get an 'Intel Boxed Core I7-6700K 4.00 GHz' being cooled by a H100i GTX Liquid cooler. Ive watched several videos where people build their pc using that cooler and they dont apply thermal paste, is that normal? Would i ever need to apply thermal paste using that liquid cooler? ty in advance :)

The thermal paste may already be pre-applied to the water block. If not the h100i likely comes with thermal paste. To answer, yes, you always need thermal paste for any cooler. It creates full contact between the cpu and the cooling device whether it's the base of an air cooler or the water block of a water cooling loop.

how do i know if thermal paste is already applied? and how often do i add more?
 
You shouldn't need to add more on a regular basis, I never have. I suppose if temps start to change but it would be a good idea to investigate the whole cooling system if that happens. You'll know if the paste is pre-applied because there will be visible material on the part of the cooler base that contacts the cpu. Otherwise it will be bare polished looking metal.

I believe it's pre-applied. This pic shows pre applied thermal paste, the gray square on the copper base. That's the thermal compound.
