Just Cause 3, card running at 40% and i get 30fps

i recently brought just cause 3 and it doesnt seem to matter what settings i run it at i get around 40fps and stuttering i use msi afterburner and its showing that my r9 280x is running at 40% when i go at medium settings and i then get lag because of it while my 4690k is always running around 90% this problem is making my experiance not fun as playing around 30 fps is not great especially when it lags alot i also have 8gb ram... Any IDEAS??
VSYNC is off

Just Cause 3 is terribly optimized and almost everyone has issues running it.

I have a solution that works for me. close the game then go into radeon settings by right clicking the desktop .. then go into the gaming tab and there should be something called targeted fps control turn it on and change the fps to 60 this will help with all games
