noise interference on sound cards in my build

hi!
about 2 months ago i bought this Asus Z170 Pro Gaming motherboard that i've been having a bunch of problems with...

after installing the motherboard i found out that there's some kind of noise interference on the on-board sound card. so i decided to get a dedicated sound card (Sound blaster audigy fx) after installation i tried it out and found out that it had the same kind of noise interference just louder. today i tried plugging the sound card to the pc case sound output. that unfortunately didn't change anything..

the noise can be described as a continuing high-pitched noise

i could really use some help and ideas on what could possibly fix it. all help is appreciated!

Os: Windows 8.1 64 bit
Motherboard: Asus Z170 pro gaming
Cpu: Intel I5 6600
Memory: Corsair Vengeance LPX DDR4 2133MHz 16GB
Gfx: 2x Gtx 970 Msi
Psu: Corsair Rm850
Sound card: Sound blaster audigy fx

yes! i hear the sound in multiple headsets.
i do not have a multimeter. what would you recommend i did with it? maybe it's worth buying.

Your problem is possibly with your electrical instalation.
When you touch the pc chassis or the psu chassis. (must be a part without paint) does the sound change?
Is it plugged in to a power strip? Or directly on the power outlet?
Is the power cable near (touching a lot) to any other cables?

i will check up on these 3 things. but the weird thing is that before i got the asus z170 pro gaming i used the same components except the memory and cpu and there were no interference.

1. i don't think the electrical installation is the problem. before i got the asus z170 motherboard i used the exact same components except memory and cpu, and there weren't any problems at that time.
2. i have a pretty high-end chassis and i don't think there's any part of the chassis that's un-painted
3. yes it's plugged in to a power strip
4. yes the powercable is zip-tied to a couple of other cables.

Also anything that you have connected into the power strip that you dont need, disconnect.
try to connect only the pc.

i tried connecting my computer to a power outlet and moved it a little from the other cables. it helped a tiny bit but didn't solve the problem. the noise still very noticeable.
