MSI radeon r9 390 (non-X) fans stop running at windows sign in page

I am having an issue with my r9 390 graphics card, where the card fans shutdown when windows reaches the sign in screen. I have had this card installed for about a month and have had no real issues with it. I have attempted a system restore, driver updates, and as of now a clean install and nothing has solved the issue.

Please help!!

Your MSI Twin Frozr cooler has "Zero dB" technology. That means the fans won't spin until the GPU reaches above 60c. It's normal for your fans to be off while idle. They spin in reverse briefly when you first boot up your PC to clean out any dust, but after that they should be off until you start gaming.
