GTA 5 Stuttering in cut scenes HELP!!

Hi there, i recently upgraded my amd 8350 to an i5 4690k and did a fresh install of windows 10. I installed the physical copy of gta 5 and it stutters like crazy in the cut scenes. Is this happening to any other people? And does anyone have or think they have a fix for this? My fps is weird sometimes too like in the first mission when i get in the car the cut scene plays and my fps goes to 20 and it says my processor drops down to like 10% usage and my gpu 99% ( msi gtx 970). Any help is greatly appreciated! Thanks!

Yes all of those are checked off my cpu temp is 45-50 degrees Celsius

I would suggest a v sync issue or with a monitor problem but mentioning the CPU and GPU is bit weird. To trouble shoot while the stutters happen could you open task manager and see what is taking up the usage (if CPU click on the cpu tab on processes and the one using the most will show up). Windows 10 as well (which I think is the issue) may be having some dodgy drivers, try and update your graphics driver. If you're still having problems please let me know.

I know this is old...but was there ever a solution to this? I just started playing this and am having the same issue. Here are the details...any help would be much appreciated!

My settings are everything maxed/enabled (including txaa and fxaa), msaa is x4. With my setup I'm getting between 55 and 70 fps avg in the in game benchmark, and so far in game fps is about the same.

Here is my setup

I7 4770k (no oc)
16gb corsair ripjaws ram
Intel ssd for windows and games
Nvidia gtx 980ti classified (slight oc)
Asus pg278q 1440p monitor (gsync enabled)
Win10 pro (in place upgrade from win7 but similar issues have been seen with other games)

One other thing I've noticed is sometimes in this game precisionx will stick at 29fps in the osd...but the issue is happening with and without the osd enabled.

I fixed it by simply resetting my Nvidia Control Panel 3D settings

Thank you very much for the reply. I did a clean install of my video card drivers...that wipes out any control panel settings, right? I can try it...I'm assuming sry to defaults or whatever?

No problem. It should but if it didn't all you have to do is go into the nvidia control panel, got to manage 3D settings and hit the restore button at the bottom right. If this doesn't work let me know

Have you tried updating your graphics drivers? Does this happen to any other games? I am guessing you have searched this on the internet? Therefore you would see it is fairly common more than people think, I don't think this is a component issue, you have the right components if not higher than ever needed for this game.

Have you tried reinstalling the game? Does the game receive updates? Apparantly Rockstar have released some patches out, may be worth looking into that? Just stating the obvious, I am guessing you have checked the components temps and how hard they work while running the game? I don't think this will be the issue as your components should be good enough unless they are working harder than they should (producing more heat and/or more sound that they should). I have also seen having vsync enabled causes frame rate issues for several different games.
