PC powers on 20+ seconds after pressing button

Hi, I'd appreciate everybody's input on this. I am running an _old_ Dimension 8400 workhorse. Lately, pressing the power on button does absolutely nothing - for about 20 seconds. No lights, no fans, no sounds, no display, etc. Then it powers up and works like normal, without ever pressing the button a second time. No error messages/codes on boot. I know the best solution is to replace all parts at once (new build), and that's coming. But, if I can keep it running for a couple more months, I can build a high-end gaming rig. I haven't opened it up for a visual yet. But does this sound more like p/s, mobo, or other? FWIW, I don't have parts to sub in and out, but can get a cheap p/s if it's likely the problem. To me really sounds like the p/s, could be a voltage issue. If you have a chance try using a meter and doing the 12v and ground to see if it spikes then drops then after 20 seconds spikes again.

Thanks, will try it.. Any other thoughts/suggestions from anyone? Thought we had an old(er) tower with a p/s in the garage to swap out, but nope. I guess 30-40 bucks for a p/s will get me through a couple months, if that's the solution...
