PC boots when graphics card pci e unplugged flickers and turns off when plugged in

When i connect without the graphics card everything works fine, when i plug the pcie 6pin into it and try and run the card the computer fans flicker and twitch then turn off, however power light stays on.

The graphics card is a week old been running fine all week, installed a new ssd recently and after a couple of days the computer had the issues described. So dont think it is the card.

Specs:
Asrock a75hvs
AMD 3870k
120gb SSD
1 tb Hard Drive
Gtx 750ti
500w cheap psu

Think its the psu as it was only a cheap one, maybe doesnt output the power needed? Or is it something else?

Update: Tried removing a few components (sata power and fans) and the computer boots? Is the watts just going over what the psu can output? However when it does boot the vga output wont work and the hdmi has a green screen and looks very strange, so is it a gfx problem after all?
