I have never built before and have already gone over my budget of $800 sadly. I play first person shooters and others like Witcher etc and would like to get 60 fps on high graphics, 1080p and such. I'm not planning on overclocking. Also don't know enough about bottle-necking and if that'll effect me? If there is a $800 build that would be similar to mine that'd be great to see. Also worried about overheating issues as my laptop slowly roasted to death. Thanks!

Gtx 960 is pretty weak and may not be able to get 60 fps on very demanding games either u get gtx 970 or r9 390. For cpu cooling cooler Master hyper 212 evo is pretty cheap.
Bottle necking refers to some component not able to keep up with other components in cpu and resulting in limiting or dropping your fps, even though rest of the parts are capable of doing high fps

Yes only go for 16gb if you wanna do rendering editing or VMs
And go for a cheaper mother board not the z170 chipset as it is for over clocking and will cost more.
Put cooler master hyper 212 Evo =-10$
Put 8gb dual channel memory =-30$
Put low end chipset (msi z170 cheapest motherboard costs 80$) =-80$
U saved 130$ and a r9 390 costs 300$, swap out 960 with 390 and in all u saved 30$ while now u can even play at 1440p at medium high settings 60fps
