USB 3.0 PCI-e card not recognized

The computer is an HP Pavilion K3382AA-ABA m9250f
It has Windows 10 Pro 32 installed and running fine.
The motherboard is an IPIBL-LB (Benicia)
This motherboard has two x1 slots.
I have added a Tenext PCI Express USB card with a Renesas uPD720202 chipset.
Using either of the x1 slots, the card is not recognized.
I've installed any number of drivers for it (which all look pretty much the same) and that makes no difference.
HWinfo says that both of the X1 slots are "empty" unless I plug in the TV card that came with the computer originally. Then that card is seen by the system.

I rarely see a case where a board isn't at least recognized. Maybe no driver but still recognized.
So this seems like something different....

Thanks. That idea is interesting but may be off topic.
It appears that others have made this work but none of the descriptions are very good.
