GTX 980 TI won't start in a new build

But it's an i7 5960x on an Asus X99-A and a Zotac GTX 980 TI AMP! I don't have a test bench to build it on, so I got all the parts in and powered it on, and the GPU fans turn for less than a second and there's no display out. Just to check I tried different HDMI cables and different monitors.

I tried unplugging from the PSU and replugging. I took the card out and re-seated it on the MOBO. And I tried different PSU PCIE cables. What else can I try? The CPU, Mobo, case fans, everything else powers on and appears to be running fine. Thoughts?

UPDATE:
The Zotac 980 has a feature that manages card temperatures and the fan speed. The fans won't spin until the card reaches a certain temperature. Also, I thought I had narrowed down the possibilities, and I replaced the MOBO, but I'm having the same issues on the new one.

Have you made sure to connect both ends of the PCI-E cord into the GPU, and made sure that they are, in turn, connected to the Power Supply? If they are, make sure that the GPU is fully pushed into the PCI-E slot and that it has clicked and latched on

Yes, I double checked, removing the card and PCI-E cords and re-installing. It's getting power, but only for the very first second after hitting the power button on the MOBO.

UPDATE:
The Zotac 980 has a feature that only turns the fans on when the GPU reaches a certain temp. So the GPU is getting power, just no display.

Do you have an older proven GPU to plug into the MOBO instead? If you do, try using it. If it works you know that it isn't an issue with the MOBO and it is either a setup, bios, power supply, cable or GPU issue. Next, I would try to plug in the GPU into another system to see if it works on that system. If it does, then its a power supply, bios or cable issue. All these other issues can be fixed by some research or trial and error (e.g. swapping cables, using different sockets on PSU). Hope you get it fixed.

Try enabling it in UEFI or disabling integrated graphics

I've been working around the clock the last couple weeks... But when I had a few minutes, yes I tested on another GPU a proven gtx 760. I tested the 980ti in another machine, and the GPU works there. The PSU is full modular, so I've tested different spots on the PSU. This MOBO/CPU doesn't have integrated graphics. I've tried several cables HDMI, DVI, DP... The only thing I haven't swapped is the PSU I guess...
