How to tell if PSU or Motherboard or Ram has a problem?

Recently my pc works fine but suddenly this morning it keeps restarting after 5 minutes or some random time

I remove most of my components then test it over and over again so the remaining components here are CPU,RAM and MOBO and even I'm only in BIOS it keeps restarting

I just saw the 12v in bios and it is not getting enough power , it just 8.5v and sometimes going up to 12v but consistent at 8.5+v

I tried using my old generic PSU in my old pc and the random restart has increase the time. so the 5minutes became 10 minutes

Im using CORSAIR VS450w , FX4300, am3 asus

Help me out thanks

Hi Java, I previously solve this problem last month a long tail of instruction until we conclude that the PSU is bad, the problem of your computer is very sure PSU, the changes of voltage of PSU down to 8 volts it will results to restart the system. If you test this randomly this will cause serious problem of HDD that the OS will not properly close. So its better to change the PSU as soon as possible. I had check the capacitor output of PSU, I found the problem of the capacitor output, a leakage on it that cause the voltage to drop. Change your PSU right now and have a test on it. Remember to remove sata and power cable of HDD before to test to secure your HDD.

Booting to a black screen means your rig isn't posting. Try testing your RAM using memtest86: http://www.memtest86.com/ Also try removing your CMOS battery and putting it in again.
