Overnight FPS fall after new monitor purchase (of same resolution)

Hi everyone!

About a week and a half ago, I built myself my first PC. Up until yesterday, it could run WoW and FFXIV on highest settings at 60+ FPS. However, after I hooked up my computer to a new monitor that came today, I am struggling to get more than 10 FPS on the same settings (in both games). Initially, I thought somehow my new monitor was at fault, but when I tried switching back over to my old monitor, I was getting similarly poor results. So far, I have tried reinstalling my drivers (although, since I'm a new PC gamer, it was the first time I have ever tried to doing so and it's possible I mucked it up.) Do you guys have any advice? Thanks! My specs are below:

Intel Core i5-4460 3.2GHz Quad-Core Processor
Gigabyte GA-B85M-GAMING 3 Micro ATX LGA1150 Motherboard
G.Skill Ares Series 8GB (2 x 4GB) DDR3-2400 Memory
Gigabyte Radeon R9 390 8GB Video Card
Corsair 200R ATX Mid Tower Case
Cooler Master V650 - Compact 650W 80 PLUS Gold Modular PSU
Transcend 256GB MLC SATA III 6Gb/s 2.5" Solid State Drive

Old monitor: Acer G226HQL 21.5-Inch Screen LED Monitor
New monitor: Acer H226HQL bid 21.5-Inch Widescreen LCD Monitor

try the graphics from the CPU and uninstall your r390 re boot and see if you get a picture if you do turn off and reinstall the r390go into windows and check if its still screwed by running Heaven by Unigine if it is then RMA also download HWiNFO64 and see what your temps and your PSU lvls are
If you dont get a picture after unistalling the R390 and using the cpu graphics than reset bios by unplugging and flash the cmos jumper if you still dont get a post try installing another PSU or if you have a PSU checker than you can save sometime and try another component i would suggest you get another pc with similar components to check

Thanks for responding! I tried connecting my monitor with both the HDMI that came with my new monitor and the one that came with my old one and got about the same FPS (~8-9) each time :/

So I installed DDU and it instructed me to boot into safe mode. So I did that, but the problem is, my monitor now isn't picking up a signal from my computer and so I'm just getting a black screen, even though my computer is running. This is the case on both monitors, and when I was booting normally, it booted fine. Could this be an indication about the problem? Thanks!

Also, do you know how I could boot back into normal mode lol? I had set in my System Configuration to boot into safe mode to do this and because now my monitor won't pick up a signal, I can't get back to normal.
