Your stock cooler should be fine if you replace the thermal paste. But since you said you already did then the barings might be going out in the fan since its probably afew years old at this point.

If you want something cheap that will perform better than stock and easy to install

I've used one of these in my htpc setup for 3 years now with no issue with an i5-2400

Personally i like Phantek coolers but my htpc case limited me to low profile so i gave the Zalmann a try and i'e been happy with it. Plus it blows down air also cooling the motherboard.
I would suspect your PC needs cleaning with extra attention given to the CPU heatsink. There should be nothing going on (assuming fans are working) that would require the need for an aftermarket cooler with the i5-2400 CPU. You could go as far as removing the stock heatsink, cleaning off the old thermal compound and replacing with a fresh application but I wouldn't think a new cooler is the answer here

Even with a stock cooler, I don't think you should be reaching 90c. Are you absolutely sure you cleaned off the old thermal paste from both the CPU and cooler, then reapplied fresh compound with either a pea shape or a line down the middle?

Also, how is your case cooling and room temperatures like?
