PLEASE HELP! I HAVE TRIED EVERYTHING! Computer turns on for a split-second then turns back off!

Hey Guys, So before I start explaining this frustrating issue, here is my build:
CPU: i5 4690k
GPU: Gigabyte Geforce G1 Gaming GTX 970
MOTHERBOARD: ASRock Z97 Extreme6
PSU: XFX 850W Black Edition (Old one that blew up); NEW PSU: CX600M
HDD: WD Black 1TB
SSD: Samsung 250GB EVO
RAM: G. Skill Ripjaws X Series 8GB DDR3
CPU Cooler: Hyper 212 EVO
CASE: NZXT H440

So I've been having this problem with my PC ever since my PSU blew up. Earlier that day my PC shut itself off, so I turned it back on and after a minute or so it shut off again so then I just left it and I went out for a few hours. When I came back I pressed the power button and my PSU instantly blew up, I saw the big flash and heard a very loud bang. The PSU was a XFX 850W Black Edition. So then I went to micro center and got a new PSU, the CX 600m. Went home and installed it and same thing, computer shuts off after a split second. So then I did a little bit of research and found out that maybe one of the capacitors on my mobo died after my PSU blew up (or the entire mobo was gone) so then I decided to order the same exact mobo (ASRock Extreme6). After I got my mobo, I took everything out and installed the new mobo. And guess what, SAME EXACT THING. Then I started plugging everything in 1 by 1, still wouldn't fully turn on. The CPU fans turn on for that split second, the "WINDFORCE" logo on the 970 turns on and the motherboards red light turns on but only for that split second. I have seriously tried everything, I even went to a friends house and check my GPU and it works on his system perfectly fine. I've done the paperclip test on the new PSU that I got (CX600M) and fans spin. So then I did more research and found out that maybe there was a short, and so I checked my mobo and if it was missing any stand offs and it was, so I borrowed one from my friend, installed it, put everything back, and same thing. I have also tried the RAM in different slots and borrowed RAM from my friend and tested his one by one. Also I want to mention that I have reset the CMOS, taken the battery out and everything, but seriously there is nothing left... What could it be? Last thing is my Case, maybe its not touching the back plate of the mobo or something. Or maybe my CPU, but I don't think its my CPU because same thing was happening on my old mobo. If anyone can help my out please do so, I've been really frustrated because I have literary tried everything that makes sense (besides what I mentioned) and this PC was just build ( around 2 months old).UPDATE: Now I have also got a new case (NZXT S340) and I put everything back and still won't work. Last thing is literary the CPU and maybe the new mobo I got doesn't work with my i5- 4690k, maybe? But there's no way of updating it without actually going to the BIOS... WHAT IS THERE LEFT TO DO!?

Hi, Unplug the 8 pin CPU power cable (leave only the 24 pin one connected), connect a case fan to the motherboard, start the PC and see if the case fan does spin.
