High Usage Cpu, Low FPS

Help me please!

I try to play games like Grand Theft Auto Five and get really high CPU usages, I reapplied thermal paste three times and have set affinities for many processes. I believe this all happened when I upgraded my graphics card. I ended up getting a new hard drive and did a fresh install of windows on it and it still gets high usage. I not only did all of that but went into nVidia control panel and set my physics settings to go off of my GPU. I don't know what to do any more I am going crazy I've been trying to fix this PC for a good month now. Even when I am idle I get horrible CPU spikes up to 50 on idle, and sometimes even goes to 100% on only one core some one please help me!!!!!

Right click on the Taskbar. Open Windows Task Manager. Click on the Processes Tab.
Click on the "CPU" heading once or twice so that the processes with the highest CPU usage are at the top. Find what process(es) are loading the CPU so much. If you don't recognize a process, Google it. Shutdown any that are unnecessary.

Go to Start>Run>MSCONFIG. Open the "Startup" tab. Again, examine every program with a check mark next to it, indicating that it will run at startup. Uncheck any that are unnecessary. Google any that you do not recognize or need more info.

There is no Intel i5 2400K, only a locked i5 2400 without the K suffix.

You probably mess up things by setting affinities, since I doubt you know as much as the Windows scheduler does about task scheduling.

Applying thermal paste has no effect on processor utilization. If it is done once and done well, it never needs to be done again.

I would suggest you try and undo all the customization you have done, make sure you install Windows from a legit copy so you don't get an installed payload of malware and then see where you're at.

Both your processor and graphics card are towards the low end, so you should not expect to get very high frame rates, but it will also depend on what resolution your monitor is at.
