New build - swapped SATA ports - won't boot

I just built a new PC and I'm not very experienced. I used:

ASUS Z97 Sabertooth Mark 2
Samsung SH-224FB/RSMS 24X Internal DVD Writer
Samsung 2.5-Inch 250 GB 850 EVO SSD
Western Digital Blue WD10EZEX 1TB 7200 RPM 64MB Cache SATA 6.0Gb/s 3.5-Inch

It booted fine first time. I installed Windows 10 on the SSD, but it set the HDD as system reserve, so I swapped SATA ports and went to try and reinstall Windows (hoping that it would just use the SSD), but now I can't get past the BIOS. I tried clearing RTC RAM. I've been looking through the other BIOS settings but I seem to be completely stuck, and I don't know what I've done to cause this. I've removed my graphics card to rule it out (and to make it easier to swap ports again.) I've tried a number of different port combinations, but I'm not getting anywhere with that.

Is there anything else I can try? All three devices are showing up in the boot priorities.

If you install Windows on an SSD with a HDD also connected to the system, Windows will install some files necessary for booting on the HDD. The solution is to unplug the HDD and reinstall Windows on the SSD. Make sure that the SSD is plugged into the lowest numbered SATA port and is set as the secondary boot device in the BIOS. The DVD drive should be primary.
