My PC Specs are
Core2Quad Q6600(T3400)
3 GB Ram DDR2
1×160GB HDD (Model # WD1600AAJS-08L7A0)
1×80 GB HHDD (Model # ST380011A )
GTX 650ti Boost) 1 GB

I recently added GTX 650ti in my system and was expecting very much from it....But while playing MGS V Ground Zeroes .I am getting 45-55 FPS in high and low setting ..no increase in FPS(720p) and having FPS Drop to 5-7 FPS for 1 or 2 second after few minutes....When i check it with Evga Precision the Video Memory Usage was getting full...But this man having approx same specs is playing with high resolution without Fps Drop...Link Below

Also I am getting 17-18 Fps in Blur All setting Max(1280×1024) resolution.
In CS GO (Setting Approx Max i am getting constant 60FPS while resolution is (1280×1024)and in loading screen it is very low (2-5) FPS.

My friend thinks it is due to HDD problem but i do not because I think my HDD are decent and can handle games and also I think HDD plays roles in the Loading Screen.

Please help....I cant find any solution.

That is fine with that system. That platform was triple channel, so it most likely has 3x2gb ram sticks.

6gb dual channel is not possible. Ram sticks have to be matched pairs, and there are no such thing as 3gb ram sticks.

To change this setting, with your mouse, right-click over the Windows desktop and select "NVIDIA Control Panel" -> from the NVIDIA Control Panel, select the "Manage 3D settings" from the left column -> click on the Power management mode drop down box and select "Prefer Maximum Performance"

GPU temperature is betweeen 45-55 and CPU temperature is 45 ...
I donot know why but Today i just check the game and notice that i am getting 32-40 FPS....But in Amazing Spider man 2 i am facing low fps
 
Your game should be loading into memory and hardly using your HDD at all. If you don't have enough RAM then the game has to use the HDD which is many times slower. Some simulators that save replays can use large amounts of RAM also. With 64 bit OS you can use more RAM. 8GB works well, and you would have enough to add a 2GB GPU later. But 4GB should be absolute minimum.
Also I looked at you spec. in CPU-Z and see your card is listed as DDR2. Even DDR3 is considered slow these days. DDR5 is much faster than DDR3, much less DDR2. This has a big effect on frame rates.

You are confusing graphics memory with system ram. That tab is for system ram, not graphics. GTX 650ti is a Gddr5 card. DDR2 hasn't been used in graphics cards, in years.

So you mean I just have to Upgrade my CPU...And the performance will become good...I have a choice of Xeon W3550(T3500)..

Sorry,Confusing you alot...But jus notice that the FPS increase in BLUR was due to low resolution 640*800 and now just increase the resolution and getting 20-25 FPS...

Just from personal experience i had a Q6700 and an R9 270 pair and i was getting only 3 less fps on average than an i7 4770 with the same card, that was in tomb raider BF4 Arkam City and Mordor. Though i did have 6gb of ram running in dual channel, his issues may just be lack of ram. Try the Xeon and 6gb of ram, there should be a performance increase just don't expect a drastic change.

It is if he has a 4gb kit and a 2 gb kit.

That is True, i had not looked at the configuation on that MB yet but you are correct.
