New PC never completely shuts down

Just built a new PC. Loving it so far but when I shut it down, the lights on the motherboard stay on and my mouse and headset which are connected to the front USB ports stay on. My keyboard which is also connected in the front shuts down. Anyway to completely shut down the PC without having to hit the switch on the PSU in the back??

Well, you can control turning off the power to devices plugged into USB ports from the BIOS... probably somewhere in the power management tab. That's so you can charge up your cell phone or tablet with the computer turned off.
The PC is never really "off" if it's plugged in and the PSU switch is on. The power supply has a 5VSB rail which is always on. For instance, my DVD player receives power when the computer is off. I'm guessing those minor things are simply being supplied power from the 5VSB rail. As far as stopping this, I don't know of any way other than flipping the switch in the back.
