Online games (and Skype) freezing for 1-3 seconds every 10-30 seconds

My Internet freezes in Skype calls and Online games (League of legends , Counterstrike , Insurgency ) And the Download speed Get the highest limit and then Freeze and keep getting lower and back to High Every 10-20 Sec

I tried to Ping To 8.8.8.8
Every few Pings i get Request Timed Out

I changed Router and all cables , Contacted ISP , did Scans : Nothing is useful

You have packet loss and now you have to find it.

Run tracert to 8.8.8.8

Now ping hops 1, 2 and the final 8.8.8.8 all at the same time in different windows.

If you have issues in hop1 it is a problem with your router. If the problem starts in hop2 then it is some issue with the connection between your house and the isp. This an be wires inside or outside your house or even rarely the modem. Any issues past this point are hard to get fixed because the may not even be in your ISP network. Lucky the vast majority of the problems are in hop2 which the ISP can fix.

Can you make it abit easier ? How would i start tracert 8.8.8.8 ? where i find Hop1 or hop2 ? I am sorry for being stupid
