I was playing the witcher 3 when my pc crashed, but the video card fans were still spinning, so i turned it off by the power switch on the psu then pressed the power button. no fans turned on exept the video card. I recently replaced the cpu.

Solution
Check the CPU power? I know its a basic thing but you'd be surprised at how many times it catches people out.
It cant be the GPU or PSU then as they do power on. My guess is a dead motherboard since no fans turn on (connected to mobo) and anything else connected to the PSU works.

The CPU is powered. So you think its the mobo and not a dead CPU. Sorry i don't have much experience with things dying on me

It may work for a while and then when things get warm they expand. After a few times doing this it can give you that kind of problems. Easy fix but it is hard to know which one is causing the troubles. Easier to just reseat everything and rule them all out.

Reseating didn't fix the problem, same thing happened when trying to power on

It's more than likely your power supply. If you have one that you can swap out with that would tell you right off that it is it. Or if you have a friend that has one that would let you use for trouble shooting. I think you will find that it will fix your troubles. I had one do me that way, bought cheap. Learned my lesson on that one quickly. Never go cheap with a power supply.

I did that trick to with the paper clip on the psu to see if its dead and its not, the fan started to spin when i turned it on.

That will make it turn on but won't really tell you if it is bad. You will have to test the voltage to see if it is bad or not for sure. I use a 12volt bulb to put a load on it and see if it is holding voltage like it is suppose to. They can be finicky so to speak. Do you have a friend that has a computer that you can hook the power supply to and check it? There's a power supply checking device that you can buy, it checks 3v, 5v, and 12v. They usually only run about 15 bucks give or take.
