The Hyper 212 EVO is kinda overrated (even though I use one myself) the Noctua Cryorig H7 performs better for the same price. But in general water cooling will almost always beat air cooling so the second option will probably outperform both the air cooling solutions given above.

The Hyper 212 Evo is a great cooler (I use one as well) but liquid coolers will generally outperform any air cooling. So of those two you list, the Enermax is more than likely the better cooler.

The Scythe Kotetsu. Very similar to the 212 evo but it is easier to install and cools the CPU better.
