New Build, Can't get monitor or mouse to come on.

Hey guys I just built a PC with the following:

ASRock Z97X Killer/3.1
Intel i7-4790K
XFX Radeon R9 390

I put it all together and turned it on and it booted but it will not turn a monitor on even if I connect the monitor to onboard HDMI and it also will not turn my mouse on even thought everything else that is connected through USB comes on fine. When i plug the mouse in it comes on for about half a sec and then off.

The GPU is running the fans are on but nothing on the monitor. I have tried DVI HDMI and Display port. Please help.

Did you see the bios screen?

Oh, try taking out the video card and boot up connecting the onboard video and see if your computer boots up. What kind of power supply do you have. The power supply might not have enough power to the GPU

Maybe a little more info to help. I am running a Corsair 650W 80+ bronze enthusiast series, and using G.Skill sniper series 16gig 4X4. I have tried using each ram stick separate still same thing. I have disconnected all hard drives and still the same thing. Please give me any advise I could try. I have been looking and trying things for 3 hours and I am stuck.
