Troubleshooting Help: AMD Drivers 16.1? Windows 10? Hardware?

I average sub 30 FPS in CS:GO, and league of legends. Practically unplayable.
My PC:
Intel Core i3-4150 3.5GHz Dual-Core Processor
ASRock B85 Anniversary ATX LGA1150 Motherboard
Team Dark 8GB (1 x 8GB) DDR3-1600 Memory
Western Digital Caviar Blue 1TB 3.5" 7200RPM Internal Hard Drive
Gigabyte Radeon R9 280 3GB WINDFORCE Video Card
SeaSonic 620W 80+ Bronze Certified Fully-Modular ATX Power Supply
Dual monitors, 144hz and 60hz. One is plugged into my mobo, the other is plugged into my video card.

My computer is under a year old, this sudden performance drop started after I updated to windows 1511, not sure if that was the cause or what, but my graphics drivers are updated to AMD 16.1, I've tried reinstalling windows 10, the lag existed on the driver before 16.1 which I updated to right after installing the new windows update. I have no idea what is wrong, any help is appreciated! Let me know if you need any other specs or info.

Edit: Youtube videos also stutter, it isn't only the video, the volume pauses as well, and no it isn't my internet connection, the videos load far past the buffer.

I've got direct DVI-D cables running from both monitors, and I'm experiencing the same lag on both, don't think that is the issue because I've always had this same cable setup. By an adapter do you mean DVI-D to HDMI... or?

Hmm, cool. I'll definitely think about upgrading to those. Did you have DVI-D and then start having issues?
 
well I had vga and some cables that were supplied with my new screen and I spent about a week with a horrible stuttering on my new screen and bought a cable from maplins about £30 and it fixed all my problems was very happy since the screen was £350 XL2720Z
