I'm torn between a high static pressure or high air flow fan. I know static pressure is essential for radiator cooling and air flow for just general air flow into a case, but which should I get for a dust filter? I have an AZZA Genesis 9000 and there's a dust filter on the bottom of the tower. Should I get a high air flow or static pressure fan since there's a dust filter? Or does the dust filter not really make a difference.

You want high airflow. Static pressure fans are designed for use in heatsinks and rads, pretty much forcing the air through. A high airflow fan still has static pressure, enough for a dust filter. Take a look at the stock fans on corsair cases. They have AF140s to draw in air through their air filters.

Fractal makes high quality products, I'm sure they will work great. Do note that the fans you linked are without PWM, which means your motherboard won't be able to control their speed. I'd recommend PWM if you like to have your system as silent as possible. If your motherboard doesn't have enough 4-pin PWM connectors, you can always get a splitter.
Yes, I realized that, but I have no desire for PWM as noise has absolutely no effect on me. With a headset on and playing a game, I don't hear anything! I use 3/4pin to molex adapters so that the fans run at 100%. These will be bottom intake fans, so they're the furthest away from me. The noise they bring won't be a problem.
