GTX 760 fan rapidly fluctuating RPM when idle

Hi all! I'm running a GTX 760 graphics card and I have an annoying problem

When not playing any games or really doing anything at all my GPU fan will go from zero to about 3000rpm every 30 or so seconds. I've checked all my computer temperatures, which seem to be in the high 30's to low 40's C without any fluctuations or spikes. I've tried manually setting my own fan speed with MCI afterburner and while it takes longer for it to dip back to zero and then spike to 3000 before settling itself on whatever fan speed I temporarily set it to, it obviously still does not stop it. I've given it a good clean as well.

The annoying thing is that it mostly does it on idle and rarely happens when I'm actually gaming.
I should note that this is not a new graphics card or a new computer and this problem has only started in the last week. I got the computer new about 8 months ago.

If anyone has any ideas I'll try as much as them as I'm comfortable of trying and I would appreciate any assistance given.

I've found another forum post on the same topic, in that instance it was a Zotac GTX 770. Although there was no clear answer to that question, most replies suggested perhaps a voltage regulator problem. If you bought the computer from a reputable store, then it should have at least a 12 month warranty, and thus they would be the first point of contact to replace the GPU if you don't find a solution.

Don't let them fob you off with the old 'you have to contact the GPU manufacturer' trick either. They, as the supplier of the PC are liable for the repair or replacement of the failing part. It is their responsibility to go the manufacturer, not yours.

Have you tried un-installing and re-installing the GPU driver suite?

I have the latest drivers but I haven't tried un-installing and re-installing the drivers as of yet. I will give that a crack and update it if it doesn't work. Thanks!

Edit: Tried un-installing and re-installing the drivers but it didn't work.
