No display with GPU plugged in (MSI R9 390) - is it defective?

Hello first time builder, I put together my new PC and I'm having an issue with my MSI R9 390 graphics card. When I plug the HDMI cable from the monitor into the graphics card's HDMI slot and try to boot up there is no display at all (no loading screens or anything, monitor looks like it's in sleep mode). However when I plug the cable into the motherboard slot so it uses the integrated graphics, the computer runs fine and everything shows up fine on the monitor. Is my video card DOA?

Computer specs:

CPU: Intel Core i7-4790K 4.0GHz Quad-Core Processor
CPU Cooler: Cooler Master Hyper 212 EVO 82.9 CFM Sleeve Bearing CPU Cooler
Motherboard: MSI Z97-GAMING 5 ATX LGA1150 Motherboard
Memory: A-Data XPG V1.0 16GB (2 x 8GB) DDR3-1600 Memory
Storage: Samsung 850 EVO-Series 500GB 2.5" Solid State Drive
Storage: Western Digital Caviar Blue 1TB 3.5" 7200RPM Internal Hard Drive
Video Card: MSI Radeon R9 390 8GB Video Card
Case: Fractal Design Define R4 w/Window (Black Pearl) ATX Mid Tower Case
Power Supply: EVGA 750W 80+ Gold Certified Fully-Modular ATX Power Supply
Optical Drive: Asus DRW-24B1ST/BLK/B/AS DVD/CD Writer

Little bit more info:
- GPU light turns on but the fans do not spin
- 8-pin and 6-pin power connectors to the GPU are on tight
- Tried reseating the card and also tried using a different PCI slot
- BIOS is the latest version, already tried resetting CMOS
- In BIOS, the 'Initiate Graphics Adapter' is set to [PEG]
- Noticed under Display adapters in the Device Manager there is only the Intel HD Graphics 4600 listed, no R9 390 (not being recognized?)

Any ideas as to what it might be?

You have to disable the integrated graphics in windows then plug in your new GPU and connect it to your monitor. It should display a low res boot into windows.

Edit: didn't see the last option where it says the card is not seen in device manager. Are you sure you're pushing the card all the way down? You might not be setting it hard enough.

Sounds very much like you have a dead GPU. The only thing I could suggest is that you try the card in another PC. The fact that the card does not show in device manager is telling given that it should be recognised by your system and the fact that does show up means your system is not 'seeing' it.

@Crapcicle - I'm sorry but I have to respectfully disagree. If the OP does this and the discreet GPU is faulty he will have no way of getting back into his system as his IGP will have been disabled. I would highly recommend NOT doing this.

You can disagree all you like but the advice is still sound and correct, some motherboards have to have their onboard or integrated GPU's switched off manually.

Exactly. Had to switch of the integrated graphics for my Z97 PCMate for my card to work.

In my motherboard BIOS I have the Initiate Display Adapter set to [PEG]. Isn't this basically "disabling" the integrated graphics and telling it to use the dedicated video card? I'm a little hesitant to disable the integrated graphics via Device Manager since I don't want to be stuck with no display at all.

100% positive the card is all the way in the slot. I've taken it out and reinstalled it a couple times already and even tried using a different PCI slot but no dice.

So I RMA'd the old card and received a new one today. Plugged it into my computer, booted it up........and same issue. No display. Now I'm just completely clueless as to what the issue is.

In Device Manager under Other Devices there is an "Unknown Device" which I'm assuming is the video card since it says "PCI bus 0, device 31, function 3". BUT, I try to install the drivers for it and it says it can't find it. I went to AMD to get the drivers there but when I install the AMD Driver Manager it doesn't show up under Apps in Windows.

Any help please? This is really pissing me off and I have no idea how to fix it.
