What will be overclocked if i overclock the CPU's base clock?

What will be overclocked if i overclock the CPU's base clock?
I want to overclock FX 8320E with base clock set to 250.2MHz
My RAM is 1333MHz,but by changing the RAM's multiplier i can downclock it to 1066MHz,
so the 250.2MHz base clock and the RAM in multiplier of 2.665 instead of 3.335 will result with 1333MHz.
so i have got the RAM covered,
What about the PCI,PCIe?
They have their own base clock and multipliers,but their data pass through the NB and SB to the CPU,so I have no idea how the CPU's base clock overclocked to 250.2MHz will effect them.
Anything else it overclocks?

Thanks,It helped me,so it overclocks the NB and the SB and the RAM,so It's more simple than i thought,but still where in the BIOS can i change the multipliers of the NB and SB,and where can i see their frequency?
The motherboard is Gigabyte Ga-970a-ds3p Rev 2.0.
