MSI motherboard no video/beep/post

I finished my build and have the whole no video/post/beep problem

I went through the steps on the sticky and no luck
Setup:
Intel 4790k
Cooler master hyper 212 evo
Msi gaming 5 mobo
Msi r9 390
Kingston hyperx 8gb (1dimm in slot 2)
Samsung evo 250gb SSD
EVGA g5 650w gold full modular
Fractal design define r5

I've tried both the motherboard and gpu hdmi and dvi
I know my monitor works with my ps4
My msi motherboard gives me a "2b" error on the debug but i cant find what it means.
Im testing a friends psu today aswell..
Any tips or suggestions are appreciated

Put it together, tested, took it apart, and back together, tested and now im here

Most likely motherboard if it does not display with the card removed. Presuming both board and CPU power is connected and ram is properly in their slots.

Yes it was hooked up.
I tried with card removed, same 2b error and no video. Everything lights up and spins. Maybe its my cpu? i checked for damaged pins and didnt find anything, thermal paste was fine.

Only way to test that is to find another mobo? my friend has the same gaming 5 i could probably try. Other than that I would just have to go through the RMA stuff?
