psu gigabyte 460w superb real power(has 6pin),(could the psu doing all of this)?

case fan 80mm also deepcool rear
My voltage is high sometimes on the cpu vcore.. but now something happened strange my core clock went max to 3.9ghz and bus speed 264 something like that its too high why is it doing that,mine is set in bios mannualy voltage 1.375 and bus 214 something like that which is 3.2ghz..how is that doing by himself going that high and also ram is 800mhz went to 976 something like that..How and why everyting is disabled like spread spectrum,cool n quiet..are disabled,how is this happenig and why do you have some clue or maybe guess,cpu not overheating it goes max 55c its normal.This happens in one second i think it will happen fast and went down again normally 3.2 same with voltage jumps sometime,should i update bios to the latest version or a little newer than mine?Can that solve this problem,i just dont get it its set to go 1.375 even if goes 1.420 max i dont mind but over 1.6 and sometime 1.7-1.8 that's very high i dont know how my cpu is alive.. and its weird everything is working fine.Can you help me?
I cant post picture here,and there is nvidia mcp temp is high i think it's the chipset,could because of overheating to mess with volt and the other things?74-77c idle when gaming 81-83c.
