Installed new graphics card... now I got 99 problems but 60 fps ain't one

Hey yall, long time lurker. So I bought an openbox Gigabyte Windforce R9 290 for $200. Sweet right? hmmmm.... I install it on a fresh install win7 and and sorts of oddities are happening. I've had ~5 BSOD's 12 or so blank black screen crash (where hard reboot is needed) games have artifacts and freezes. Other games crash because of memory problems. Time to RMA? Or a shitty driver conflict?

More info. This video was taken on a 2nd fresh install with only the graphics drivers installed, Chrome with Res enhancement, video drivers, Steam. I have not yet installed the soundcard drivers. I'm probably going to reinstall and use a really old graphics card to test the system to be sure before RMA. The RAM passed memtest 86+. Also, this R9 290 barely outdoes my old HD 6850 card when the system isn't crashing.

Did I find out why this was an openbox?

I don't know. It powers on and "works" but when you try to game with it, that's when problems start creeping up. If some dude has 50 cards to see if they work each day, I can see how this one slipped by.
