Why are people still recommending CM 212 Evo?

When I finally seen the first thorough review that showed an AIO low-end cooler holding an overclocked 4th gen i7 consistently under 70 degrees even while overclocked, I was sold. I still see air cooling guys preaching that the EVO is a better choice, but it simply isn't true. Am I missing something or is liquid cooling not taking off as well as it should simply because so many people refuse to move forward toward progress? Many low-end LCs go for under $50 and perform as much as 3x better than their high-end AC counter-parts.
 
Solution
The 212 EVO is still an excellent choice, especially in terms of cost/performance. Hard to match it's performance for the cost.

Obviously, there are better performing options, but not much for the same cost.

1. Define "3x better".
2. 'move forward toward progress'....personally, I'm not a fan of liquid inside my PC.
I know an air cooler will never leak and pee all over itself.
3. Noise. Show me a low cost liquid cooler that is objectively quieter than a medium or high end air cooler.
