Not all RAM is usable. Msconfig method doesn't work

I have 8gb of RAM, but only 2.2gb of it is usable, obviously this is an issue. I've tried checking that the max memory box was unchecked in msconfig and it was. Is there anything else I can try?

Have you tried making sure that you're on a 64bit architecture of your OS? Updated your BIOS to the latest? Made sure your ram/ram slots(aren't) isn't faulty via memtest86, 10 passes? Try single stick in each slot.
