4570 is the newer generation of the 3570K, but the non-clockable version. the new gen hardware is often about 10% faster than the older gen. overclock the 3570 will get you to the stock 4570, but it will be much hotter than run the 3570 at stock. Heat and over voltage for hardware is always not recommended.
Plus, 4570 has a different cpu socket, thus the motherboard uses a older chipset which lacks features compared to the 4570's lga 1150.
Choosing a older cpu meaning using a older motherboard too.
I would go with the 4570 i5

The 4th gen has AVX2 support the 3rd gen only has AVX
4th gen motherboard will be available for sometime compared to 3rd gen motherboard which is very hard to find these days
3rd gen - 2012
4th gen - 2013

Assuming the 3570k is slightly overclocked, it will beat the 4570. If you don't overclock then the 4570 is better.

As with everything, it takes time to adopt new instructions like AVX2 and is the dev's choice in whether to implement it or not at all. Right now most people won't even encounter it and in the future I'd still say that less than 10% of programs will use it. Programs that do use it will only run marginally faster. It's nice to have AVX2 but it's a very very minor point to have as a first point of an argument.

Hard to find motherboards for a 3570k? Maybe new but I could have been fooled, seeing all the used listings here at tom's and other tech forums. Is it a bit harder to find? Maybe, but nothing that's going to take a notable amount of effort. The added benefit of buying used is that you get a nice discount.
