If I were you I'd swap the FX-8350 with an i5 4460 and get a mobo with 1150 socket. The i5 will perform better in most games, has much lower power consumption and its single core performance is superior to 8350. Both of those CPUs will be able to run GTA 5 on R9 380 at high without problems.

Not really worth spending the extra if you use Shadowplay to record, as it uses the GPU directly.

For that budget, it cannot get any better. However, if you don't plan to use shadowplay to record (which you definitely should) there's no point in going for 960 over a 380. Overall, it's a good build and leaves room for future upgrades.

Yeah, you can go a bit higher and grab a 4570 or 4690k if you go for that Z97 msi board, but they are a bit more money.

If you want to go skylake (6400 6500 6600), then you would have to change the motherboard for either a H170/Z170 and change the ram for DDR4.
