Possible bad motherboard or CPU

Intel i7 5820k
G. skill ripjaws V 16GB DDR4 3200 (set in slots 1 & 8 as requested by the manual)

Hello,

I just recently built a new computer, when I turn on the computer all lights and LED's come on and no code or anything. What made me check everything was that no output came out onto my screen. I noticed that my GPU will spin up for about a 10 seconds then it will stop. I did a little research at first and noticed saw some people said to check without the CPU plugged in, I did that and the GPU stayed on. I have tried setting the RAM in different positions on the board, and I have tried reseating my cooler with new thermal paste. I'm thinking its a possible CPU failure but I want a second opinion.

Take a look at the links at the end for further troubleshooting but it is more likely a board issue than a CPU.

I had the PSU and the GPU in an old system with it hooked the same way bother ends 6pins connected from PSU to GPS and it was working then.

I also saw that list and went through it to make sure I did all of that. I might have to run through it when I have the computer in front of me just to remake sure none are it.
