I am not 100% sure that my cpu overheated but i think that is what happened. I was Just watching YouTube and then my screen froze. Si i took off my headsett and my cpu fan was very loud so i turned of my pc. I can turn the pc on butt i dont get any display and when i tutch the heatsink it is very hot for Just being on for 1 minutt.

The issue occurs way before Windows gets loaded. You need to start swapping components to identify what failed; if you have an old GPU, then start with that. Could you be more specific about the coolermaster 650w? They have several and they are not necessarily of the same quality.
The cooler is hot because it does its job. did you determine the CPU overheated? Unless you disabled protection in the BIOS, it should throttle before it overheats. What were the thermal margins at full load before the issue occurred? Are you overclocking the CPU or the GPU? It could be almost anything that failed: PSU, motherboard or GPU. Could you test with another GPU? If it doesn't help, then test with another PSU. Unfortunately you'll need to determine which component failed and that's nearly impossible with spare parts.
