My Disk Goes To 100% Usage When Downloading A Steam Game

Hey, so I've recently been having this problem with my harddrive. I don't know how it happened but it became slower and slower over the past weeks. I fully realised it when my Steam download dropped to 0 bytes every 10 seconds or so, dropping from a steady 6mb/s... This is so annoying. I can't even download the game because it takes so long. I don't know how to fix this but whenever I download - this is what is in my task manager - A screenshot of my task manager

Also a note, my HDD or fan [ don't know which one ] spin extremely loudly occasionally and strangely enough I replaced my HDD before. It's not a normal whirring sound, it's as if something like a warfare is going down in that one particular section. It mostly happens when I keep my laptop on for 10 minutes or so after it last turned on, before going away or quieting down. It also happens when I play games like CS:GO, dropping my frames from a steady 200 to 30ish. Please help me, I can't afford to spend another 70£ or so on replacement parts.

You title indicates there is no issue.

1st Run CHKDSK /R (google it)
2nd Defrag your hard drive
Those two issues combined can bring a system to it's knees. Some Windows 10 updates and some other software programs will also cause the system to be nearly un-usable.

The loud fan is emergency cooling to get your system back down to a normal temp. You can likely resolve that issue with some compressed air to blow out the heat sync's in you laptop (which commonly get clogged with dust)

The problem is that my disk goes to 100% when it's downloading, most of the time even just idling. I googled a bit before posting this, turns out because my disk is at 100% it's causing the download to drop to 0 bytes. It never used to do this and I can guarantee you that it's not my internet. Apparantley it's because the Disk Write speed isn't fast enough or something, which I'm curious about, but seeing how this never happened before; I don't know why it's doing it now.

I used an air-compressed can and blew out the heat sync. It didn't help...It really makes some sort of broken fan noise, I honestly have no idea how to explain it. As for the CHKDSK, I'll be sure to do that and see if it helps. I hope it does, because this is the worst problem I've had yet.
