If the PSU you have is EVGA NEX650
Then 12V rail and 3.3V rail stability isn´t great and ripple suppression is little below what you want.
With 2 expensive 980 TI cards and overclocking, a premium PSU is a must.

Either get the Seasonic above, or consider Corsair AX760 (I have 2 of them, and they are excellent)

This review is recommending 700-800w which is inline with others http://www.guru3d.com/articles-pages/geforce-gtx-980-sli-review,4.html

While there is no need for overkill I would avoid getting a PSU that's going to be working hard under full load, there is no need or point, it's asking for trouble. With the amount of money tied up in your system a good quality 750w or more seems like a good investment to me

Solution
It depends on which EVGA model exactly you have, since there are several. For 2 GTX 980's in SLI you will be needing about 55 amps on the 12 volt line, so a 650 watts might not be able to provide it. Usually a good 750 watts or more would be fit for the job.
