GPU and CPU questions for new gaming rig

So I'm planning on putting together a new rig for myself while selling my current one to a friend of mine. I record Let's Plays so I need to be able to accomplish at least 30FPS @ 1080p with the GPU and I would like a CPU that will be good for video editing. I'm currently running a GTX 760 2GB and Intel i5-4690K 3.5GHz (not oc'd) and the only game I have trouble with so far is ARK: Survival Evolved which even on medium settings I can only achieve on average 15-20FPS.

So here are the CPUs and GPUs that I'm trying to decide between. I know the GPUs are pretty much the same price give or take a few dollars but for the CPU I was originally going for the AMD since I'm on a budget but if the Intel is going to be better then I'll just have to suck it up and deal with spending the extra cash.


CPUs:

AMD FX-8350 Black Edition 4.0 GHz
Intel Core i7-4790K 4.0 GHz

GPU:

MSI Radeon R9 390 DirectX 12 Gaming 8GB
MSI GeForce GTX 970 DirectX 12 Gaming 4GB G-Sync Support

Please note that I do not care about noise or power consumption and as far as heat goes I'm planning on getting a GPU cooler if I feel I need it.
 
The i7 will easily be superior to the FX in your situation, both in gaming and in recording (plus ark is stupid and hard to run).
I will recommend you look at a Xeon 1231v3. It runs the performance of a 4770 (it actually is a 4770 without an iGPU), but costs about the same as a 4690k.

The graphics card is really a tossup, the 970 OCs a little better, and has sightly higher performance at 1080p.
But the 390 has more Vram and is better at higher resolutions. Either would be a good choice.
Neither of those cards will give you heat or noise issues, the TF V cooler is phenomenal.
 
The i7 will be better, AMD hasn't made a chip that really competes with it for awhile. Unless of course your okay with waiting until later this year when Zen comes out and things maybe change.

Side note I actually just picked up the 4790k myself I paid retail as I wanted it now, but it looks like on ebay used ones go for around $280 to $300 if you want to shave a few more dollars off the price.

I would pick the i7 and GTX personally, but I have that setup and like it. That said why don't you look to a new skylake build? The prices shouldn't be THAT different really. Heck I think the new i5 6600s I just ordered for work were like $720 a piece. What sort of budget are you working with anddo you have any other parts already? http://pcpartpicker.com/b/sCYrxr is an example

I love the H440 case that I have and would highly recommend it as I plan to use it in transplanting my GFs PC. Again really depends on teh budget you're working with .
 
There is no reason for an i7, and it ain't all that anyway when compared to an AMD FX.

Your video editing and output is best handled by your video card using GPU compute. Your GTX 760 is likely as good as the GTX 970. The R9 390 would likely smoke either one in GPU compute.

@Gam3r01 What would make the Xeon 1231v3 better? I mean it's slower than my current CPU

@why_wolf Yea I bought most of my parts off Ebay for my current rig. Helped a lot.

@mudpuppet I made a few different builds on pcpartpicker.com though haven't decided on anything concrete yet and I want to keep the cost as close to $1000 as possible. In fact I love that build that you linked though I'd need to upgrade the Wireless Adapter and according to the software I currently use for editing they recommend i7 processors for best quality.
 
It may have lower clock speeds, but that does not mean its slower.
Like I said, its a 4770 without an iGPU. It is a hyperthreaded quad core i7 without an iGPU, making it better in threaded tasks (like an i7) while still keeping its single threaded performance up (around the 4690k). Its a very cheap alternative to an i7.
