Building a pc on june 2016 and would like some suggestions of what to buy

if you are not going to overclock, you really don't need watercooling. I'd go with i5, or just save up money to get i7 with 980ti.
 
The i5 with 980ti will be a better bang for your buck if you are looking at playing games with and don't intend on streaming or recording your games at the same time.

The i7 is only worth it if you plan on either streaming your games or if you do production work as well like video, 3d model work, extreme Photoshop loads etc.

Any paticular reason you are not considering going for a skylake build?

The i5 6600k is around 15 percent better for gaming than the 4690k and at least where i live(New Zealand) its the same price

i am going to overclock if i see that my cpu falls behind or i need some extra performance
